Preheat the oven to 350°F. Grease a 9x13 baking dish with butter. Set aside.
Combine the flour, brown sugar, cinnamon, nutmeg, and salt in a large bowl. Add the apples to the mixture, and toss to coat. Drizzle in the melted butter, and toss again.
Transfer the coated apples to the previously prepared baking dish, and set aside.
In a separate bowl, combine the rolled oats, flour, brown sugar, and chilled butter. Mix well to make a crumbly topping. Sprinkle evenly over the apples in the baking dish.
Bake in the preheated oven for 40 to 45 minutes, or until the topping is golden-brown and the fruit juices are bubbling around the edges.
Remove from oven and let rest 10 to 15 minutes.
Serve warm or at room temperature, with ice cream and caramel sauce if desired.
