In a large bowl, mix the chicken, salsa, cumin, chili powder, salt, and smoked paprika until evenly combined.
In each tortilla, add ¼ cup refried beans, ½ cup chicken mixture, and ¼ cup cheese. Lift the bottom of the tortilla over the filling, fold in both sides, and then roll up into a burrito.
Heat oil over medium heat in a large pan or skillet. Once the oil is heated and shimmering, place the chimichangas in the pan seam-side down. Fry on each side for 1 ½ to 2 minutes, or until crispy and golden brown. Set aside on a paper towel-lined plate or cooling rack to drain any excess oil. Top with any optional toppings and serve immediately.
